How should public officials respond when public meetings get heated?

Most people never go to a public meeting because they're thrilled with what's going on. They're usually there because they have a gripe, and they want to air it and get some action.

It's expected that they are going to be angry; but is it OK for politicians to respond in kind?

At the May 22 council meeting, a senior citizen in a nearby shopping center - he didn't think there is enough, and the councilmen thought it was just fine. The discussion degenerated into the man yelling as several of the politicians did the same to him. The brouhaha ended with a threat of the elderly man being thrown out by a police officer stationed in the council chamber.
