POLL: What Should Happen to 'Dog Dumpers'?

Owning a pet is a lifelong responsibility. Some people can't handle it, and they turn their dog or cat over to another person, or to , to be readopted.

And other people - like the ones in in the Port Reading section of Woodbridge - just find an empty parking lot off the beaten track, and drop the animals off to fend for themselves.

What do you think should happen to the 'dog dumpers' when they're found? An arrest and heavy fine? Does it depend upon why they did it, or do you think abandoning animals isn't a big deal.
